If you’re renting out a property in DC, there’s one thing you can’t skip.
The BBL. (Not that one...) The Basic Business License.
Not the most exciting part of the process. Not even close. But it’s required, and it’s what gets you on the right side of the city before you ever collect rent.

Before rent, before listings, before anything else
DC wants to know your property is safe, sound, and resident-ready before someone moves in. That’s where the BBL comes in.
It’s tied to:
- a property inspection
- tax registration
- getting your property properly registered with the city
In other words, it’s not just a form. It’s a process.
We won’t sugarcoat it
Nobody loves the BBL process. Not owners. Not managers. Probably not even the District.
There are a few steps, a few systems, and a few moments where you’ll wonder if you missed something. That’s normal.
Where things tend to go sideways is timing. Waiting too long to start. Assuming it’s quicker than it is. Or trying to lease before everything is actually approved.
What actually matters
You don’t need to memorize every step, but you do need to understand a few key things:
- You need a valid BBL before renting your property
- You’ll need to pass a housing inspection
- Your property has to be registered properly with the city (RAD form)
- There’s some coordination involved across different DC systems
It’s not complicated in theory. It just takes a bit of organization and follow-through.
Start earlier than you think
If everything lines up perfectly, you can get through the process in a few weeks.
Things don’t always line up perfectly. Inspections take time. Paperwork takes time. Scheduling takes time.
Starting early gives you breathing room and keeps your timeline intact.
If you’re already rented without one
It happens.
If there are already residents in place, you’ll need tenant consent for inspections before you can move forward. That can add another layer to the process.
Another reason to get ahead of it if you can.
There’s help out there (and that’s okay)
Some owners go through the process themselves. Others bring in help, especially if timing matters or things start to get stuck.
Either way, the goal is the same. Get it done correctly, and keep everything in compliance moving forward.
